Introduction to Info Source

Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act, and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

The National Research Council of Canada (NRC) is an agency of the Government of Canada established in 1916. Operating under the NRC Act, its mission is to work with clients and partners, provide innovation support, strategic research, scientific and technical services to develop and deploy solutions to meet Canada's current and future industrial and societal needs. The NRC reports to Parliament through the Minister of Industry. It is governed by a council of appointees drawn from its client community.

Responsibilities

As stated in the NRC Act, the agency is responsible for: undertaking, assisting or promoting scientific and industrial research in different fields of importance to Canada; establishing, operating and maintaining a national science library; publishing and selling or otherwise distributing such scientific and technical information as the Council deems necessary; investigating standards and methods of measurement; working on the standardization and certification of scientific and technical apparatus and instruments and materials used or usable by Canadian industry; operating and administering any astronomical observatories established or maintained by the Government of Canada; administering NRC's research and development activities, including contributions used to support a number of international activities; and providing vital scientific and technological services to the research and industrial communities.

Institutional Functions, Programs and Activities

Industrial Research Assistance Program

For over 70 years, the National Research Council of Canada Industrial Research Assistance Program (NRC-IRAP) has been stimulating wealth creation for Canada through technological innovation. This is largely accomplished by providing technology assistance to small and medium-sized enterprises at all stages of the innovation process, to build their innovation capacity. NRC-IRAP helps small and medium-sized enterprises understand the technology issues and opportunities and provides linkages to the best expertise in Canada

The program stimulates wealth creation through technological innovation by providing technology advice, financial assistance and services to SMEs to help them build their innovation capacity. NRC-IRAP brings together a diverse network of organizations, services and programs to help Canadian SMEs develop and exploit technologies in the competitive, global, knowledge economy. Through expert technical and business advice, financial assistance, access to business information, contacts, and national and international networks, the program provides customized solutions to some 10,000 SMEs annually.

Description:The records in this bank are used to support proposals for financial assistance to cover the costs of approved research and development projects, including related costs of salaries. Participating companies provide research facilities and other expenses involved in the project and retain all titles or have rights to access to the results of the jointly funded research.

Class of Individuals: Directly related employees of companies that submit proposals for financial assistance through this program.

Purpose: To determine the appropriate type of support for the company and the amount of financial contribution to the company if the proposal is accepted.

Consistent Uses: Used to measure the relevance, success, and effectiveness of the Program, as well as the follow-up to the Auditor General's Report.

Retention and Disposal Standards: Accepted proposals are retained for 30 years depending on the project and then destroyed.

Herzberg Astronomy and Astrophysics

Health Challenge: Disruptive Technology Solutions for Cell and Gene Therapy

Security and Disruptive Technologies

Energy and Environmental Technologies (remodeled, closed or transferred)

The National Research Council carries out this program in partnership with other government departments, universities and industry and brings together the knowledge and expertise needed to make an impact on areas of critical importance to Canada in environmental and sustainable energy. The challenge is to reduce energy consumption while developing clean, sustainable energy alternatives. NRC is working to help alleviate the environmental impacts of activity in the energy, resources, transportation, construction and agri-food industry sectors. NRC performs research and development to develop processes and technologies for environmentally responsible manufacturing.

Fuel Cells Technology Research (remodeled, closed or transferred)

The National Research Council carries out this program, located on the University of British Columbia campus in Vancouver, which conducts research and development in the fields of fuel cells and hydrogen technologies to support Canada's growing fuel cell and hydrogen industry and deliver on Canada's clean energy and climate change priorities. Research focuses on finding new technologies and solving technical challenges related to the performance of low- and high-temperature fuel cells. Such advancements in fuel cell science contribute to reducing fuel cell component costs and hence accelerating fuel cell commercialization in Canada for such industries as transportation and heat and power generation. The program also promotes fuel cell adoption by hosting demonstrations, workshops, and awareness events. This program includes the National Research Council's fuel cell cluster initiative.

The National Research Council conducts research and technology development, and provides numerical modeling and analytical services on a cost-recovery basis in the fields of hydraulics and coastal engineering for the Canadian and international engineering communities. Research includes developing mitigation and emergency evacuation measures for natural events and disasters; addressing ice engineering problems for marine structures and navigation in ice-covered and iceberg-infested waters; and the estimation of renewable (green) energy resources from currents, waves, and tides in lakes, rivers, bays, and shorelines in Canada and around its shoreline. Services include field/laboratory engineering studies and analyses to optimize and validate designs for marinas, ports, breakwaters, dams and offshore platforms, as well as studies of the physical and chemical attributes of flowing water to address the needs of environmental assessments, environmental protection and environmental remediation. Description: Includes records related to the activities of the development and research involving the wide range of complex issues to solve ice engineering problems through the use of field studies, laboratory studies, data mining and numerical models. Therapeutics Beyond Brain Barriers program

Based at the National Research Universal (NRU) reactor in Chalk River, the Canadian Neutron Beam Centre (CNBC) harnesses neutrons produced by the reactor to operate a suite of neutron spectrometers for investigating the properties of materials down to the atomic scale. This program is mandated under the National Research Council Act - "the investigation and determination of standards and methods of measurement" for Canada. The Weights and Measures Act also mandates a role for the program in calibrating reference standards for Measurement Canada to ensure fair measurement for commerce. The program performs collaborative research and development that translate science into applicable technologies, and provides a wide variety of calibration and measurement services that underpin the accuracy of millions of measurements conducted annually in public and private sector testing laboratories. It participates in international metrology committees and in international measurement comparisons that demonstrate equivalence of Canada's national standards with those of all of its major trading partners.
