Implementation of a new cloud-based HR system solution at the NRC

An NRC manager uses the new cloud-based HR system to execute a hiring action

The National Research Council of Canada (NRC) has recently implemented a new cloud-based human resources (HR) talent management system, "SuccessFactors", in the areas of hiring, onboarding, off boarding, learning and performance management. In keeping with the Government of Canada's "cloud-first" digital principle, the NRC opted to implement a cloud-based solution, hosted and maintained in a highly secure, Canadian data centre. The NRC also chose to adopt a commercially available solution rather than go the traditional "built for government" path - SuccessFactors provides best-in-class standardized business processes with data integration across modules leveraging a consumer-grade web interface.

Implementation of the various modules of this new technology solution has resulted in streamlined and enhanced HR processes for employees, managers, candidates and HR practitioners, and has enabled new HR reporting capabilities. As an example, the launch of the SuccessFactors performance management module has allowed for the automation of the NRC's performance management program, Commitment to Excellence (CTE), eliminating excessive paper documentation and countless hours of administrative processing. The new recruiting module provides an improved experience for hiring managers and job applicants, while the onboarding module allows new hires to engage, learn and complete administrative forms well before their first day, enabling earlier productivity once on site. The new processes are paperless, efficient and offer a technology solution in line with the desired brand the NRC wishes to present to current and future employees. The off boarding process automates the former paper-based "last day" process that required multiple signatures from a variety of stakeholders, often in different locations. Finally, the learning management system has allowed for the assignment and tracking of core corporate training and includes a view of employees' learning histories. Over time, it will become the NRC-wide platform for delivering and tracking learning.

By moving talent management to the cloud, the NRC is one of the Government's early adopters of HR system leading practice. The NRC has forged a strong relationship, working together with providers, to enhance SuccessFactors products to better meet the needs of Canadian government organizations.
